COMMERCIAL SNOW PRICING & BILLING OPTIONS

Per-Push vs Seasonal with an Inch Cap vs Seasonal Fixed

For commercial properties, winter service isn’t just “plowing.” The real objective is consistent access, reduced risk exposure, and operational uptime—without confusion around scope or billing.

At PJT Snow Management, we keep pricing structures clear and professional so commercial decision-makers can choose the approach that best fits their site, budget preferences, and service expectations.

PLAN AT A GLANCE

• Per-Push: Pay as needed based on service visits (strong cost control)

• Seasonal with an Inch Cap: Best all-around fit for most commercial properties (predictable + transparent)

• Seasonal Fixed: Maximum budget certainty and premium readiness (highest consistency)

SERVICE LEVEL VS BILLING (TWO DIFFERENT THINGS)

Service Level = how your site is managed (Standard vs Enhanced Risk-Reduction vs Tailored). Link to post to learn more about the different service levels we offer Commercial Snow & Ice Service Plans: Standard vs Enhanced Risk-Reduction vs Tailored

Billing Structure = how you pay for that service (Per-Push, Seasonal Cap, Seasonal Fixed).

Once the service level is selected, the billing structure is simply the budgeting method that fits you best.

OPTION 1: PER-PUSH BILLING (PAY AS NEEDED)

Best for: properties that want simple, straightforward billing and cost control—often under a Standard service level.

Per-Push billing means you are billed when service is performed (plowing and/or sidewalk clearing, and ice management if requested or required under the plan). This option is commonly used for sites that:

• prefer pay-as-needed billing,

• have defined triggers or service windows, smaller sites, and light traffic on property.

• need to keep costs closely tied to actual winter activity.

Pros

• Simple and transparent

• Costs align directly with service visits

• Strong option for cost-controlled, light scope-defined service, sites that don’t have high amounts of exposer to liability during the winter.

Considerations

Per-push plans are often paired with a defined trigger (commonly 1"–2"). If snowfall stays below the trigger, plowing may not occur during that event. In those scenarios, traction control and ice management can still be performed as needed, but some properties prefer a more proactive plan to maintain consistently high-standard access and appearance when conditions fluctuate.

OPTION 2: SEASONAL WITH AN INCH CAP (BEST ALL-AROUND FIT)

Best for: most commercial properties that want predictable budgeting without paying for unlimited extremes.

Seasonal with an inch cap is the most popular option because it provides predictable budgeting through a normal/heavy winter—while keeping expectations clear if the season turns extreme. It’s transparent, easy to manage, and built to reduce surprises for both sides (property owner and contractor)

To keep billing objective and dispute-proof, seasonal caps are based on a single, clearly stated snowfall reporting source.

How it works

• Coverage is structured up to a defined seasonal snowfall total (the “cap”)

• If seasonal snowfall exceeds the cap, service continues and billing transitions to either:

  – Per-Push billing for the remainder of the season, or

  – A supplemental seasonal amount to finish the season with continued coverage

(the over-cap method is agreed in advance so there are no surprises)

Pros

• Predictable budgeting in normal/heavy winters

• Clear expectations during heavier-than-normal seasons

• Often the lowest “headache” option for commercial decision-makers

Seasonal plans can also be structured into predictable, scheduled payments to support budgeting, approvals, and smoother winter operations.

OPTION 3: SEASONAL FIXED (ALL-SEASON COVERAGE)

Best for: properties that want maximum budget certainty and higher service readiness.

Seasonal fixed pricing is designed for clients who want the most predictable seasonal budget. This is typically the highest investment option because the contractor carries most if  not all the seasonal weather risk and must staff and stage resources accordingly for any winter event that may happen in a particular season.

Pros

• Maximum budget certainty

• Simplified approvals and planning

• Strong fit for properties where uptime and consistent access are non-negotiable

Considerations

Seasonal fixed pricing is structured to account for winter variability. Specialty services (like hauling/relocation) may still be separate depending on site needs and requirements.

ICE MANAGEMENT BILLING (SALT / DE-ICING)

Ice is often the bigger risk than snow—especially during refreeze cycles, temperature swings, freezing drizzle, and melt/runoff conditions.

Ice management can be billed separately or structured for predictability, depending on your site’s risk exposure and budgeting preference. Most commercial properties choose one of these approaches:

• Per application (most common)

• Seasonal structure (included or capped depending on the plan selected)

Many sites also benefit from separating two concepts:

• Ice control application: deicer is applied to improve traction and reduce risk

• Ice patrol / verification visit: a site check when conditions indicate potential ice risk (for example: refreeze, runoff, shaded areas, or freezing drizzle)

In many cases, pricing also reflects the difference between:

• ice control applied immediately after plowing/clearing (efficient), and

• a salt-only mobilization (dedicated trip).

If your site has known refreeze zones, high pedestrian exposure, or operational sensitivity, we’ll recommend a structure that keeps access consistent without relying on guesswork.

MULTI-YEAR AGREEMENTS (1–3 YEARS)

For qualified commercial sites, multi-year agreements may be available to reduce vendor switching, stabilize expectations, and support planning year over year. Multi-year terms typically include an annual adjustment to reflect operating costs, so service remains sustainable and consistent.

HOW TO CHOOSE THE RIGHT STRUCTURE (QUICK GUIDE)

Choose Per-Push if:

  • you want pay-as-needed billing and cost control

  • your site can operate with defined triggers/windows

  • your site is small and has low traffic

Choose Seasonal with an Inch Cap if:

  • you want the best balance of predictability and fairness

  • you want a structure that stays clear even in heavier winters

  • you want priority service and have peace of mind that work will be completed with out any surprises mid-season

Choose Seasonal Fixed if:

  • you want maximum budget certainty and premium readiness

  • uptime and consistent access are top priorities

  • need everything to be covered no matter what winter brings without needed to pay for additional services pay once and done

Note: While these are the most common billing structures, PJT Snow Management can tailor pricing and billing for unique sites or portfolio needs.
